Sapience,

I bring you a long overdue update about the use of the Devotion and Excision skillsets for non-Targossian adventurers. One may wield Devotion, as a Priest, or Excision, as a Paladin, if they are not a citizen of Targossas, though normal conditions require a connection to Targossas. These skills are to be considered a gift granted by the Bloodsworn Divine. The use of these skills is subject to scrutiny and approval. Your access to Devotion may be revoked with or without warning at the will of the Deacon of Celestia, who answers to the Dawnlord of Targossas and the Bloodsworn Divine, Themselves.

You may recall this notice, found at HELP CLASS PRIEST:

** BE WARNED: if a Priest strays from the path of the Bloodsworn Gods, they will find themselves excommunicated and lose the ability to use Devotion.

And this one, found at HELP CLASS PALADIN:

** Be warned that if a Paladin turns against the city of Targossas and the Bloodsworn Divine, they can be excommunicated and lose the ability to use Excision.

Excommunication is the method by which these skills are restricted and it is a power that is solely wielded by the Deacon of Celestia at the behest of the Dawnlord and the Bloodsworn Divine.

Furthermore, Priests are tethered to their guardian angels, which depends on access to Devotion. If Devotion is restricted Priests will additionally lose access to their many skills that depend on their angel.

GUIDELINES FOR EXCOMMUNICATION:

1) Enemies of Targossas who wield Devotion or Excision will be excommunicated.

2) Wielders of Occultism, Anathema, Necromancy, Oppression, or Charnel will be excommunicated.

3) Devotion and Excision are never to be used to aid the enemies of Creation, including:
- enemies of Targossas
- enemies of the orders of Lady Aurora or Lord Deucalion
- citizens of Ashtan, Mhaldor, or Hashan
- practitioners of the skills Occultism, Anathema, Necromancy, Oppression, or Charnel

This prohibition refers to either aid of a spiritual nature (via blessings or other skill-based benefits) or of a material nature (via hunting or fighting alongside any of these classes and thereby providing them the benefit).

Note that oathbreaking, raiding, assault, and murder of innocents (as defined by the laws of Targossas) are all enemyable and excommunicable
offences. This notice replaces any prior understanding or policy that may have been communicated. Furthermore, ignorance of these principles will not suffice as an excuse for violating them.
