Ah yes, this again. Cyrene wasn't demolished by the occupying force, it was the fumbling would-be liberators!

I suppose when one has been credulous enough to ally with beings whose every venture onto Sapience has resulted in mass death, one must find some way to justify said beings' actions.

For the entirety of their history, the Tsol'teth have viewed other races as suitable only for conquest or destruction. When they failed to enslave Sapience, they took their bloodlust to the weaker beings of the Underrealms, sacrificing those creatures in dark rituals to create even more powerful slaves. They summoned Pazuzu to learn how they could destroy the mortal cities. They invaded Shallam, Ashtan, and Seleucar. Their Tide spread across Sapience, killing indiscriminately.

In their most recent foray to the surface, the Tsol'teth occupied Cyrene, slaughtering residents of all walks of life in their invasion. When it was clear her mission would fail, Hailqas'an used the last of her power to break the stone and destroy what she could not possess. The blast did not bring down only the Clock Tower--the entire northern half of the city was shattered into rubble. Yes, some were killed as the slumbering river woke and swept down the streets, but only someone who did not see Cyrene in the aftermath of the blast could possibly suggest it was the water that caused most of the destruction.

Perhaps misplaced blame makes you feel better about your city's "alliance" with the Tsol'teth. When you are their next conquest, you will have only yourselves to blame. I only hope your city's folly does not give them the foothold they need to finally accomplish their deepest desire, the conquest of the rest of Sapience.
