I know I'm not an Aegean, but I can't help but be a little confused by your post.
CITY RELATIONS AEGIS shows that they're hostile to your order, but you folk are still just Neutral to them?
Pardon me when I ask but... Don't you actually have to accept a war in the first place, in order to be able to claim a victory over someone?
