I too am pleased that Hashan has finally decided to seek some semblance of identity. You have lofty goals and it is commendable that you wish to better yourselves. Not content to be slaves, dogmatic zealots, or complacent artists, you strive to expand your horizons. Well done but be careful you do not run faster than you are able.
Knowledge is a gift. It belongs to all free-thinking individuals who strive to elevate themselves from the rank-and-file of most mortalkind. However, not all knowledge is freely given nor without obligations. Hashan would do well to remember that in attempting to lay claim to all knowledge of the multiverse, it infringes on certain boundaries that have been set.
It is no secret that there are some among the Court of Shadows' citizens who practice the transcendental arts of Occultism. Such abilities are a gift granted by the Chaos Court and it is only by their graces that you are allowed continued access to their domain. Your Seneschal has attempted to hoard this boon for your city-state and declared that it is only in Hashan that such knowledge will find eternal preservation. You nip at the hand that feeds you without thought that you are guests in a house of gracious hosts.
Beware you do not impinge on what is not yours. The Seat of Chaos holds a favoured position with the Court and it is our duty to advance the workings of Chaos throughout the multiverse. Ashtan, through the obligations and rights granted by the Ruinous Accords, will not tolerate a jealous competitor.
