I will give you the benefit of the doubt, and do my own bit of 'peaceful' resolution, hoping that my ink does not go to waste but instead finds an open mind.
First, I think that it is necessary to clarify something about the Fifth Axiom. You have called it 'Anachist', but this vision is twisted: It simply means that Targossas, unlike Shallam, is not a monolithic force that refuses to aknowledge the times in which we live. Good is eternal and unchanging, but its champion divines come and go, and the world of mortal evolves with each passing day. A law that served Good before but that impedes it now must be re-evaluated, and rewritten. It is natural to do so, because laws are the tools of mortals and subject to the passing of time: if not in essence, at least in their application. The Fifth Axiom in no way gives an individual a free pass to transgress the laws as he sees fit, and any found using this as an excuse to commit acts that would not be direly urgent and necessary should, and would, suffer the consequences of its transgression.
Secondly, what you call 'Amorality' is actually a criticism of the ego. Back in Shallam, the number of champion deities, along with age-old traditions, have led many of the citizens of the fallen Jewel of the East to give themselves certain personal laws, which we refer here as 'morals' for differentiation's sake. While there is nothing wrong at giving oneself set perimeters of action, notably on matters of restraint, the Fifth Axiom insists that these -personal- morals should be put aside when the time comes to do what is right in the interest of Creation. Instead of being 'amoral', this part of the axiom is thus a call to introspection, in order to locate what is holding us back from true service to the safeguarding of this world. If someone calls the Fifth Axiom to commit a truly amoral acts, I think it would be appropriate to report this to the authorities so the case may be handled and disciplinary measures taken against the offender.
Thirdly, there is a clear difference between a petty murder and the act of slaying those who taint our world and seek to harm others. In the first case, it is slaying the man that looked at your wife the wrong way, while in the second, it is slaying the man who is holding her captuve with a knife under her throat. The self-serving criminals that make up the ranks of our enemies are murderers in the true sense of the word, we are merely trying to stop their madness. After the Day of Reckoning, Targossas, unlike its enemies, will put down its weapons and take the plough to help repair this world. We are not slavers, we are not murderers, and we have never been. This sort of slander is easy and I am certain those who spread these words find themselves witty and intelligent, but the truth is that it holds absolutely no logical or factual ground.
Finally, when we say that "Any obstacle that impedes us is our foe", we echo and summarize the whole of the Axiom and its spirit. Old laws, decrepit morals, crooked individuals: as the world changes, old things that were once helpful could begin to act against Creation. The same goes to those who were once our allies and against us, or aid our foes in ways that clearly set them against us. We are not held to old laws, to old customs, to old personal ways. Any who confess to becoming the enemy of Creation (logically, of the world we live in, thus OUR, YOUR and ITS OWN enemy) will need to be taken care of, and swiftly.
Any found abusing the spirit of the Fifth Axiom among our ranks will be as swiftly punished, because it does not put us -above- the laws, but simply says that if it must be done, it will be done. We will later evaluate the status and gravity of the transgression, and see if the law needs to be amended, or the individual punished.
