To whom it may concern,

Until further notice, Mhaldor is under martial law. Those of you who
do business with Mhaldor on a regular basis will direct your questions
to Minister Khalaz or Ambassador Azor should you be wondering how this
might impact you. In short, those that are not considered to be
Mhaldorians for the sake of city law must be escorted at all times
within the city or else risk being removed from the city proper as
violently or as creatively as possible. This will be one of your few
warnings.
