Dearest Eleusian,

It is amazing how uninformed you are. I only hope this is not the mark
of the general Eleusian citizenry, as it would allude to the idea that
your government is not only misinforming the greater geo-political
region at large, but its own constituency as well.

The cease-fire was hardly broken "at whim." The Ashtani government
informed Eleusis of the cessation of negotiations and the termination of
the cease-fire after months of deliberations that resulted in nothing
beyond the insufferable posturing of your Speaker, who was simply
unwilling to accept that compromises would have to be made to maintain
peace with Ashtan.

Not only was your Speaker informed, but the city of Eleusis was informed
as well via the Ashtan-Mhaldor mutual declaration of War 22 years ago -
WELL in advance (refer to public 18511). I fail to understand how a
declaration of war can be misconstrued as a peace treaty.

Since then, nothing has changed. Onus lies with the citizens of Eleusis,
who have followed their council blindly and failed to keep themselves
abreast of current events. The forked tongue of your Speaker has
vacillated feebly between infirm accusations, referring to nonexistent
treaties and unfinished negotiations in a pathetic attempt to defend her
own incompetence. Now, her village must pay the price for her hauteur.

The same offer as always remains. Stand down, entirely, from your
support of Shallam and our troops will move on.
