Dearest Darknight and Sabiru,

I will keep this brief. You may both consider this your formal notice
that Cyrene will be openly hostile toward Ashtan and Mhaldor. Cyrenian
citizens who participate in offensive measures against your cities will
be doing so with the full support and encouragement of the Senate.

In addition, effective immediately, no citizen of Ashtan is permitted to
walk Cyrene's streets nor may any Cyrenian provide or receive any goods
or services to or from any Ashtani citizen whether payment is traded or
not. Those Ashtani found in Cyrene will be enemied until such a time
that the ban is lifted or their citizenship is renounced, provided no
other crimes against Cyrene have been committed in the meantime. This is
the same policy that has been in effect for many years for Mhaldorian
citizens.

Cyrene will no longer sit quietly and be abused. No longer will we be
the doormat you tread upon.

You and your citizens may also save your gold - no one will be baited
into a debate.

To those of you innocently affected - I am sorry. You have your
leadership to thank.
