Clarification

Greetings,

Some may already have noticed that there have been a change in Seneschal
of Hashan recently, and as such it falls upon my shoulders to make this
post.

A former post, made here by Laytron on behalf of my city, was a bit
premature, I am afraid, and was based on miscommunication and an
unfortunate case of agitators, which unfortunately resulted in a non
sanctioned post, given that no final decision on the subject had been
made by the regency. For any law or treaty to be passed or agreed on by
Hashan it has to be certified first by the council, and in some cases by
the city as a whole, as the council in many ways are but the servant of
the people. Albeit some of you may already have guessed this based on a
subsequent post.

First off I would like to make it clear that Hashan does not forbid its
citizens to defend anyone or anything short of those that are hostile to
our city. We are a city of free will, and as such the people of my city
follow many paths, as among other things can be seen by the diversity of
shrines within the city wall. We are indeed a neutral city though,
albeit in a sense that allows for diversity and uniqueness, rather than
a way that encourage indifference and solitude. Some may find the word
neutral to be wrong, however then that is merely a case of a lack of a
more encompassing word

Also I would like to offer an official apology to Mhaldor for this
misunderstanding. I can see how the first post, could be perceived as
something of an insult, given the many years of mutual respect under the
treaty, or at the very least as a bit of a slap in the face. In a
perfect world such a thing would never have happened, however the world
is far from perfect, and as such we all make mistakes now and then of
various magnitude. I know Laytron have already posted his own apology,
however I still feel that one should be added on behalf of the city as
well. I can only hope the city of Mhaldor will accept this apology, as I
have already tried to explain, no insult was intended by my city, but
one should never be above making a sincere apology, when offence have
been caused by hastiness or ill conceived actions.

I was one of the Regents at the time the treaty was made, and I have
been one almost constantly since then, so I know as well as any the
benefits both cities have gained from it over the years, and hence it is
my hope we can find a solution to this, after so many years with a
treaty both sides have honoured. Albeit I fully understand that things
work differently from city to city, however my ears are always open to
suggestions and solutions.

Last I like to address the whole issue of treaties and agreements of non
aggression. Hashan is of course always open to suggestion and inquiries,
as long as they are entered in good faith. We will then of course treat
them seriously, as well as debate them thoroughly to weigh the pros and
cons, as well consider how much the word of those offering said treaty
can be trusted. My many years have after all allowed me to see citizens
of most other cities either raid us or help us, so I know that how the
times changes. However we are not an aggressive city as such, so I doubt
anyone have much to fear from us, we tend to only strike at those that
strike at us first.
