Dear Shallam.

With the recent changes it appears that your government is now run by
nothing more then puppets and figureheads. Such an auspicious body
deserves a title befitting its position.

As such, I offer you this title, the Shallam Occupational Government, to
use, as it seems more appropriate to the current state of affairs in
your city.

To the newly christened SOG, I wish a long and fruitful "governance".
