Greetings, Citizens of the Crown.

The Council of Mhaldor would like to extend an invitation to all of
those Mhaldorian enemies who maintain citizenship in Hashan. For a time,
we will be reducing enemy fines by half for anyone who is in good
standing with your city and not otherwise a member of another enemy
organisation.

This decision is in the interest of better defence and mutual benefit
for both of our homes while we are currently under attack by the same
enemy, and asks nothing in return. Please direct any questions, comments
