Plants in off-plane areas - a message from Oakstone

Greetings Sapience,

I come before you today with an important message from the Council of
Oakstone, in the attempt to clear up any misunderstandings.

As you may know, herbs do not grow in off-plane areas like Annwyn,
Bopalopia, Shala'jen Past, Grove Isolation, Parthren Gare, and
Nishnatoba. We of Oakstone believe that it is unnecessary, and perhaps
harmful, to plant herbs in these places only to let them languish. We
understand that you have good intentions, but please do not plant in
these places.

Please note, however, that off-plane areas are still under the
jurisdiction of Oakstone. Violations of the laws set forth in HELP
OAKSTONE LAW that occur in these places will be subject to Oakstone Law
and appropriate punishments.

You may find some of these areas have recently been stripped of herbs.
This is to avoid any further confusion concerning overharvests. Please
do not replace them.
