Church Dicta Regarding the Acceptable Practice of Devotion

Brethren, blessed and otherwise,

Let it be known that, in an extension of its extant policies concerning
Mhaldor and Ashtan, the Church has determined that no city which allows
Occultists or Necromancers citizenship shall be considered a fit place
for the practice of Devotion.

In addition, any law which restrains a citizen Devotionist from opposing
a city visitor of these classes is inconsistent with the tenets of Good,
forcing a Devotionist to choose between betraying their oath or
betraying the Light. This untenable situation is hereby pronounced
unacceptable to the Church.

By the dawn of the new year, Sarapin 468, the Church shall require all
Devotionists who reside in cities which violate the above dicta to leave
those places evermore, as well as the Houses which remain within them.
Those who choose their citizenship over the Church's judgment shall be
excommunicated immediately, forever being severed from Devotion, without
chance of reprieve.

In addition, those cities who choose Chaos and Evil over Devotion shall
be marked enemies of the Church, and all Church members barred from
aiding and abetting them so long as they are in violation of the above
dicta.
