Citizens of Shallam,

Further to our declaration of War, it is decided that Shallamese
citizens or Church members owning property in Ashtan pose an
unacceptable security risk, and as such that property will be either
repossessed or locked away.

We are however a merciful City, as we know the value of property and we
respect those that choose to trade or live within the walls of Ashtan.
We therefore are giving a period of grace until the close of the year
460 before we will take action in this respect. Those that are presently
citizens of Shallam or members of the Church have until then to decide
whether it is their ideals or their homes and shops which are more
important.

The City will favourably consider applications for sanctuary from those
that are looking to escape from the tyranny of the light.
