Jalet,
Well, first of all your post was incorrect on one of the main points.
Jaegerl, Zambuk, Poergh, Korlax, and Trance are in no way Santar's
'cronies' and that's quite the opposite. The way I understand it they
raid for a variety of reason and have been doing so long before Santar
decided to get involved.
Second, proper procedure would be to actually handle the situation
yourself or try to negotiate. Surely your city does not want to seem as
if it is throwing in the towel after failing to stop 5 raiders.
I had never really been a combatant in all my years until my city
started getting raided. Instead of complaining and running to bigger,
stronger people waving my hard-earned credits I instead took up combat
in response to these trespasses against my city. Now, I am a member of
the Mark and do engage in combat quite frequently. Now, where bounties
may, perhaps, get the job done in the very short term, actually
increasing one's skills is better in the long run.
Hashan is being oppressed. Some would call that an attempt to rid you of
your weakness but you seem to be blind to that theology. Each raid
should make you strong but you seem regress. I pity you.
