The Shrines that I speak of are not those that are created with the purpose of causing trouble. By this I mean Shrines at North of Thera, in Ashtan, or in any Guild that does not wish it to be there.
With Shrines, if you find any in those locations I just mentioned, the previous post does not apply. If you enter Shallam and start to defile, you will be punished. It take a little common sense. There should, at this point, NEVER be a Shrine in Ashtan, at North of Thera, or in any guild that has not requested one.
If you do find one, it is not the act of the Church as a whole. It is the work of one whom has decided to become rogue. If you see a Shrine in a questionable place, msg either Jaxanime or I and it will be taken care of. If someone is caught putting a Shrine in those locations, they will be punished harshly for their intent is none but to cause harm to the Church.
