Dear brother,

As was already said by Cypra (who negotiated the treatise with us), it
was in fact intended to be absolutely no hostilities, and it was
stated strengthening the icon, as well as reparing smudged totems was
within the realms of the treatise. Also, Mhaldor was retoteming as
well, so they are as guilty as us of violating that aspect if I am in
fact misunderstanding the spoken word of both cities.
