Hail, Sapience

I'm writing to you today to inform you of a new policy in Shallam,
effective immediately and until such time as the government decides that
it's unneeded.

As of now, Mhaldorian citizens and members of the houses residing there
are forbidden from entering Shallam, whether they are branded a formal
enemy or not. If this applies to you and you enter the city, you'll be
asked to leave, and if you do not comply, forcefully removed. In either
case, you'll also be branded an enemy. This policy is for Shallam's
immediate security and people that are enemied for this reason will most
likely be given leniency if and when they apply for allyship and this is
their only crime. I would also remind you that the constitution does
provide for the removal of people suspected to be a threat to the city's
security. If you try to circumvent this policy and/or are helping
Mhaldor in the city, you are subject to be removed and enemied as well.

This policy, once again, is effective immediately and will be revoked in
another post to this board as soon as we feel it is not absolutely
necessary for our security.
