Dear dear Leigh,

I wasn't aware that blatant disregard for the laws of neutral sovereign
city states was part of the Shallamese repertoire for destroying Evil.
Disregarding Mhaldor's laws I could understand you trying to justify...
but a neutral city state? Even should they be 'harbouring' one who was
wronged you, that is cause to break their laws? Talk about it pre or
post enemy status, it remains the same. If I'm not mistaken, some years
ago Shallam faced similar accusations regarding 'harbouring' criminals.
Of course the details weren't, and still are not, readily available to
me, but the very situation draws a parallel. I assume you'd be rather
upset with anyone who tried to kill your amnesty protected guests, no?
If you prefer the term 'friendly visitor' that works as well.
