I can understand where, as an outsider, those laws can be quite
confusing. I can even understand where quite a few citizens often
find themselves confused by the basics of the laws. In essence
the answer to your questionis no. Ashtan does not allow for the
filing of law breaking on behalf of another. The plaintif has to
have the spine (perhaps in this case literally), to come forward
and file for themselves. The only exceptions lie with multiple
victims, or even in such where the whole city is at stake.
