As someone not of Ashtan and whose only understanding of Ashtan's rules
and regulations are in the laws on the Pillars, I just want to ask one
question and then a simple request.

Do you mean to say that if an Ashtani citizen filed a complaint on
behalf of an orphan lead into the orphanage, that there may be
consequences to the one who led them there? If so, as someone not of
Ashtan and wishing to learn more about your ways and practices, what
conditions are necessary for action and what sort of action would likely
be taken?

Again, as an outsider reading these laws, I merely find something
misleading. As written, a foreigner comes to the conclusion that anyone,
whether of Ashtan or not, will be prosecuted for leading an orphan to
its death or out of Ashtan. I merely ask that the laws be made slightly
clearer to avoid confusion. I know I'm in no position to ask this small
request, but it does ease some of the questions outsiders have about
your society. I'd be humbled if you even consider it.
