Ashtan's citizens

Greetings Overseer of Ashtan,

I have a question regarding the citizens of Ashtan and the pillars upon
which the laws of the city are inscribed please.

Ashtan Law 1: Any unsolicited aggressive act against a citizen of Ashtan
by a citizen of Ashtan will result in the offender losing citizenship.
Any unsolicited aggressive act against a citizen of Ashtan by a
non-citizen within the city of Ashtan will result in the offender being
branded an enemy of Ashtan. In both cases, a fine of at least 5000 gold
will be imposed.

Section B: All beings marked as loyal to a citizen of Ashtan are to be
treated as citizens.

How is it then, that the orphans of Ashtan are led to their deaths at
the Loving Hearts Orphanage by citizens of Ashtan and still remain
citizens?

Seems a bit ironic, that the children of the city who are loyal to the
entire city would be considered less than a pet, don't you think?
