Tools of Vengeance will no longer be able to purchase and
resell used goods. On three separate occasions, I have purchased
items from people and resold them in my shop, but the person
that purchased the used item was disappointed with the quality.
ToV's primary objective is to provide you with the highest
quality goods and services, and the only way I can do that for
you is to sell only new items. Every item that I forge will be
better than what you can buy in Delos; That's my quality guarantee.

Perhaps if Forging is amended to allow me to improve existing
items, I will be able to purchase used goods again. Until then,
every item in my shop will be forged by either Ashram or myself,
so you can rest comfortably with the knowledge that your ToV item
is the best in the land.
