claims?

We claim no land.
Some villages have requested membership in our empire. We have granted
it. If the lands the villages are on do indeed belong to those villagers,
which it seems you are saying, then they were completely free to do with
those lands as they wished.
We have built fortresses at various locations in this plane. One is now
on what is arguably empire territory, since the village in which it
exists has asked, freely, of their own accord, to become part of the
empire. One is in your plains area, for which lands nobody has come to
claim ownership of which we are aware. And one is in the ruins of Thera.
We have already offered publicly to negotiate the removal of that.
If anybody doubts the need for at least some security for our forces,
including priests and workers and other non-combatants, I direct you to
history as recent as last month.
I have already answered your question about claims.
Speak more, or not, as you will. I will not hold you to your odd
statment that you will speak no more.
Penned by my hand on the 20th of Miraman, in the year 386 AF.
