To Hingar

Hingar, this is where both of our people have failed, it is a matter of
cultural differences. Your people seem single minded, what one of your
citizens do you see it as a representation of all of your people. We do
not have that type of culture here, we indeed have laws but those laws
are designed to protect our citizens and allies only. Ashtan laws are
not for the protection of Shallam, Mhaldor, Cyrene or even the Vertani.
We do not forsake any of our citizens as long as they do not break our
laws and do not harm other citizens.Our elected leaders do not dictate
to us here in Ashtan Hingar, they would not remain a leader for long if
they did.

Perhaps the concept of free will and more importantly individuals
freedom is totally foreign to you and on that I do apologize for not
understanding that sooner. Hingar, you are in a foreign land and it is
unwise for you to judge what we or our cities do and do not do based on
your Culture. If we have gone to your Plane and judged your people's
ways based on our culture we would be wrong and most likely told to
leave.

As I have stated before to you Hingar, if you truly wish to avoid war as
you say you do then a small change must be made. You do not need to
change your culture but do not judge us by it, release the
responsibility of a few peoples actions from the city. You are not an
ally with Ashtan so our laws do not protect you, perhaps if you had
sought to be an ally at first then none of this would have happened. Do
not enemy the cities or its allies but instead enemy those who have done
you harm. I for one never attacked you or your kind but I was attacked
by your soldiers just because I am a citizen of Ashtan.

You do indeed seem wise Hingar, within this wisdom learn from the
mistakes made and allow some of us to learn from you as you learn from
us. We can not do that as long as you hold all citizens of a city
responsible for the actions of others.
