Shallam did not initate hostilities with the Vertani, nor did Shallam
force Thera to ally itself with Ashtan, who happened to be hostile
towards the Vertani at that given time.

How then can Shallam be to blame for what happened in Thera? And why
should Shallam clean up Ashtan's mess?

You promised Thera your protection, and yet you allowed it to be
destroyed. And on top of that, I certainly did not see Ashtan opening
its doors to those Therans who might've escaped or survived the
destruction, and yet Shallam did. Shame.
