Why does Shallam get accused of Hypocrisy?

Let me show you a prime example. As a visitor to Shallam abiding by all
Shallamese laws, I was attacked at Fish Street by a Shallamite named
Vile unprovoked. This attack happened in front of Latus, the Sultan, and
several other Shallamese. I was informed if I retaliated I would be
enemied. Now, as Shallam Law clearly states attacks are not tolerated
within the city. Yet because Vile was and still is sleeping with the
former Minister of Security he gets pull. Despite me being a visitor and
harming no Shallamite I was attacked by a Shallamite who wasn't even
outcitizened. Then I'd like to cite another case where a good friend of
mine by the name of Marcalo was visiting Shallam. Marcalo was also
attacked unprovoked by Vile inside the city. Only this time they finally
got around to outcitizening him. Vile chose to hide in Shallam, yet they
refused to enemy him probably because of the aforementioned bedroom
tryst with a former Minister of Security. Today I sought Justice for the
crimes Vile committed against me and assassinated him without a flaw.
However because I assassinated someone who taunted me from the safety of
Shallam and had previously attacked TWO visitors abiding by Shallam law
without cause I am enemied. I ask you, is this Justice? Is this
Shallam's 'Good'? Does it not make sense to you now why Shallamese are
known as Hypocrites? I care not for my enemying but know this. Not even
Shallam can keep you safe Vile. They harbored Anu who probably had his
own bedroom tryst for a long time. Shallam I am disappointed though
perhaps what everyone says is true. You are nothing more than
self-righteous hypocrites who only seek to follow 'Good' and 'Justice'
when it benefits you.

Maybe you'll open your eyes, though Vile my dear dear Vile mind your
steps as your life is fleeting.
