Excuse me while I post a rather silly question, but since when does
Mhaldor, or any other citystate, own all of the land outside the
boundaries?

Are the Dardanic plains not there for all? Are the villagers of
El'Jazira not allowed to let people they call friends, help them defend
themselves from those who seek to slay them?

My my, the world sure has changed since I was young.....
