Greetings Sethrin, Jardon, and Overlord Estan,

I write on behalf of the ruling council of Hashan in regards to the
actions taken by one of our citizens, one Pantalaimon, who murdered
several Vertani workers while working on the El Jazira Aqueduct.

It is regrettable that two people felt the need to murder innocents
working on a project that would benefit many, and equally regrettable
that Pantalaimon was representing the city of Hashan at the time. He
will be receiving a stern reprimand for his actions, and I hope
afterwards that he will no longer cause any grief towards the Vertani
nor their El Jazera allies.

Hashan thoroughly thanks the Vertani for their glorious monument, and
has no wish to be at odds with the Vertani, nor the people of El Jazera,
who we have long traded with.
