of Mhaldor.

It is most unfortunate that I find you in these wretched circumstances,
perpetrated by foul acts of violence against workers only attempting to
aid in relieving the plight of your worthy people. Allow me, if you
would, to open the gates of the city of Mhaldor to the people of
el'Jazira during this time of hardship, while Overlord Estan decides
whether or not to allow more workers to continue construction of the
el'Jaziran aqueduct. We offer you safety and security within our walls,
all the water that your people require, and food and shelter for your
loved ones.

I await your response, and pray that these recent developments do not
have too harsh an impact upon your proud village of el'Jazira.
