I was very amused how Shallam suddenly is trying to show how much the
city of light it is. This is lottery not charity. We get gold, those
that are willing to invest can gain quite nice prizes if they get a bit
of luck. Speaking of light and charity, I am still amazed how so called
Jewel of East with all it's goodness, kindness and compasion is filled
with starving children that barely manage to keep themselves in realm of
living by scraping bread crums from the remains of your filled tables.
Or the burning of Occultists? So many good things you do, so many...

Or is it simply that you're irritated that Shallam citizens are not
being able to grab the piece of cake that is offered to everyone else?
As I recall there has been invitation to war open towards Shallam for
ages now. Why not satisfy your greed and take it from Mhaldor then?
