A resolve to the orphan conflict

Ashtan and Shallam both forbid the removal of their orphans from their
cities, seeing as the only place to 'remove' them to is the other city;
where according to Ashtan, they will be molested, and according to
Shallam, they will be murdered.
But There is another place where orphans can be enrolled, to be taken
off the streets and given food, shelter, and taught a trade. the
Ganissary of El'Jazira are will accept children, and give them all of
the above, and more. As Horace Burry, their Captain, has stated: "We are
always looking to enroll new recruits, especially children whom we can
train in our desert ways, and who can grow up in our culture."
Yes, the Ganissaries are 'slaves', but if you will listen to the words
of their Captain, "Do not feel sorry for us, slaves though we are, for
we are second only to the Sheik's secretary among his exalted majesty's
servants. We are honoured to be able to serve him, and would not free
ourselves given the choice, for there is much honour to be found in
servitude."
What I am proposing is negotiations between Ashtan and Shallam in hopes
to end these redundant 'orphan wars'. Yes, both cities are concerned for
the welfare of the orphans that reside within their walls, but perhaps
this is a solution to the ongoing conflict?
Of course, everything would have to be negotiated, but some conditions
that may be appropriate are as follows:
Deaths of orphans are recorded in each cities logs, including who killed
the orphan. Thus, anyone killing an orphan shall still be enemied, of
course.
Anyone caught taking an orphan into the opposing city from which it was
originally from shall still be enemied, of course.
No-one shall be permitted to remove more than one orphan at a time from
the city it originated in, resulting in the same penalty as if the
orphan was slain or enrolled in the other city. (in order to prevent
mass slaughter/other-city-enrollment by anyone.)
These are only suggestions, All I am requesting is a meeting of
councils, in hopes of resolving this conflict. The councils would decide
any and all conditions.

said.
