Greetings, Citizens of Saipence.

One thing I feel the general populace has been lax about, perhaps in the
relief of not being under the shadow of extortion and thuggery before is
the pursuit of the thief Felisse. I know a number of cities investigated
the crime scenes, and found nothing, but it wasn't really persued very
far, as she appeared to have gone to ground. It appears (though
appearances arn't always what they seem) from her public post (12618)
that she does have a plan for the money that was stolen that will
possibly affect us in some way. It's therefore a good idea to take some
from of action now, rather than when something has happened and we're
all living to regret it. Even a huge expansion of crime activity
financed by this could be a huge problem for the economic well being of
all cities.

Anyone who could help with the following questions, particualy those
with links to people like Mayor Cotridge or the extorted Ashtonian
shopkeeper or even them themselves, post up if you know the answer.
Better we get her now than later.

Things I feel need looked at, but were not:

- Felisse herself, did anyone see anyone going by that name, or catch a
glimpse of anyone acting oddly during the activity? Felisse could be an
alias remember, but descriptions of people acting oddly could be a good
idea.

- History. She must have come from somewhere, even if it's one of the
smaller villages - does anyone know her past? It could provide vital
clues to her.

- Her lieutenants. A number of people saw people working under her - do
we know anything about their history or background that could provide a
crucial link to her?

I belive all infomation regarding traces left by the group has already
been investigated by individual cities, but of course something may have
been missed.
