I am very sorry that the ARC has not been clear enough on the subject
of ratting rats of the first kind. Let me state it bluntly and
clearly all Achaeans have been granted an indefinate ratting license.
Why bother with licenses at all, you may think. Well if as there was
some time ago an infestation of rats of the second kind, it offers
the ARC the possibility to deny gold to those rats. Their licenses
will be revoked.

Please be assured that the ARC does not strive for domination. Its
primary aim is keep Achaea free of rats. Everyone is welcomed to help.
This can be done by the guilds in case of type 2 rats and by all
the individual adventurers with respect to type 1 rats. If things get
out of hand with the type 2 rats, like they did a while back, there is
an institution, the ARC, that is ready and willing to deal with it.

Let me tell you again, don't panic, reread the ARC's charter and remember
the ARC is there for you.... Are you there for the ARC?

Feel free to ask the members of the ARC about the motives if you have
doubts. We don't.
