The Achaean Ratting commission (the ARC)

Charter for the Achaean Ratting Commission (ARC)

1. The primary aim of the Achaean Ratting Commission also
known as the ARC is to control the rat problem in Achaea.
There are two types of rats. The first kind is the rodent
running around our cities. The second type which really
needs to be controlled are characters who do not abide by
the codes of Achaea. Those without honour, without
character, without role. Those characters that thrive on
random massacre and flee through the newsroom (known as
qq-ing). In other words those guilty of un-Achaean behaviour.

2. The ARC does not interfere in anyway with any existing
legitimate guild rivalry. With normal feuds, and honourable
revenge and counter revenge. These activities do not justify
someone being branded at rat of the second kind. They do not
justify the ARC to pass judgement. The ARC cuts across guilds,
races, orders, and beliefs, and acts only against problems
that realte to rats of any kind.

3. The ARC proposes to tackle the problem by controlling the
rats. The ARC will control the rats of the first kind, thus
cutting of the supplyof gold available for survival. Normal
Achaeans can either ask the ARC to supply them with their
needs or apply for a temporary ratting license. Those
individuals branded by the ARC as rats of the second type
will not be allowed to have gold. In the initial phase of
the implementation of the ARC all Achaeans will be granted
a temporary ratting license. The ARC will decide if and when
these licenses will be revoked.

4. For this purpose the ARC will consist of catchers,
enforcers and judges. The catchers will control the rats of
the first kind limiting their numbers to prevent rats of
the second kind to get gold. Enforcers will enforce the
rules of the ARC, which means they will punish all who
poach, and will hunt down rats of the second kind. The
judges will decide who is to be branded a rat of the second
kind.

5. Anyone can come forward to the ARC to complain about an
individual acting as a rat of the second kind (QQ-ing, OOC
behaviour, spamming, etc.) The judges will decide weither or
not to brand the individual as a rat. Aiding a branded rat
will be considered un-Achaean behaviour and is liable to
result in conviction.

6. To ask the ARC to investigate or to accuse an individual
of un-Achaean behaviour all that needs to be done is to speak
to a memeber of the ARC or to send them a message. In case of
a message the member of ARC will notify the sender that the
message has been received. There are two types of notifica-
tion. In the first place accusation of un-Achaean behaviour,
which implies that the accused has done something profoundly
against the spirit of Achaea. In the second place there is
the possibility of asking the ARC to investigate a person,
which implies that there are doubts about the person's
behaviour but that the case does not seem severe enough to
justify an accusation. Falsely accussing someone of un-
Achaean behaviour may result in a reprimand by the ARC or
in severe cases a conviction as a rat of the second kind...
so BEWARE.

7. The ARC will use different punishments for different
behaviour, ranging from a reprimand, through probation to
branding someone as a rat of the second kind. In the
ultimate case of un-Achaean behaviour the ARC will announce
that a character is:
"BRANDED A RAT BY THE ARC",
in which case killing the character will result in payment
of a bounty in gold.

8. The ARC will regularly notify the citizens of Achaea of
developments in a numbered bullitin, which for the
convenience of all will contain the article numbers of any
relevant previous bulletins as well as the article number
of this Charter, in the PUBLIC section of the news system.

9. Members of the ARC are appointed. Candidates can be
suggested to the members of the ARC, they should be of
irrefutable repuation. At the moment of publication of this
charter the membership consists of:

Lazuli ratcatcher in Shallam
Rezzo,Zandramas,Darragon, Enforcers

The Judges will consult with anyone in Achaea as they see
fit. All grandmasters and guild secretaries are appointed
as temporary advisers to the ARC to ensure that the ARC
develops into the respectable institution it aims to be.

10. All members of the ARC will uphold the highest Achaean
principles. Furthermore the members ARC will each honour
their own favourite GOD and beseech his or her wisdom and
guidance in the difficult decisions and actions the ARC is
to undertake. Any member of the ARC found guilty of un-
Achaeanbehaviour will be persecuted to the extreme power of
this institution.
