Orphans

Thank you, Reznik, for clarifying the Ashtani position on your orphans..
many of us have suspected those sentiments, but none from Ashtan has
been willing to voice them until now.
My only question is this: The city of Ashtan justifies punishing those
who take orphans to Shallam by claiming that those orphans are Ashtani
citizens, and thus have the same rights as any citizen of Ashtan.
If things are truly as you say, though, and the orphans are also treated
as citizens, how do they not gain the same protection against being
killed as any other citizen? If I am not mistaken, your city's laws
specify a fine, plus either outcitying or enemy status for anyone who
kills a citizen or loyal within the city walls. Does not killing the
orphans (who are citizens of the city by the argument of your own
Overseer), require a punishment of some kind under your laws?
If the citizens of Ashtan really care so little about the orphans, then
why grant them citizen status at all? Why fight over where they are
enrolled? If we clean these "nuisances" off the streets of Ashtan for
you, why should you care whether they are enrolled in Shallam or not?
Please understand, I mean no disrespect by asking this, I would merely
like an honest answer. Please feel free to explain your real motivations
behind enemying those who enroll orphans in Shallam, when you know that
your own orphanage kills them.
