Greetings Sapience,

After many years of deliberation and debate, the Bardic Secretariat has
formed a citizenship policy we feels supports both the role of a bard
and satisfies the various other demands we must needs meet. It is as
such:

Members of the Bards who are apprentice Bards in class (below GR3) are
required to either maintain citizenship in Cyrene or in no city at all.
Members of the Bards who have attained the distinction of Bard (GR3 or
higher) are permitted citizenship in any city-state of their choice.

It must be stressed that Bard members be loyal to their guild afore
their city, and as such will follow the wishes of the guild should
cities come into conflict.

Also to be noted is that those members of the Bards who find themselves
enemied to Cyrene will be outguilded.
