The council of Oceanstone has set forth the following laws pertaining to
those areas of Sapience that are in any way associated with wetness,
including oceans, rivers, lakes, streams, puddles, baths, and anything
otherwise moistened:

1) It shall be illegal to fish a room down to empty. The first offense
will be punished by a 500,000 gold fine, to line our pockets...I mean to
fix the fish...somehow. The second offense will be punished by another
500,000 gold fine, again for the 'fixing' of the fish, as well as a 5
year ocean-enemying. Following offenses will be punished by 500,000 gold
fines, and 10 year ocean-enemyings.

2) It shall be illegal for any to Evaporate a water room. Any who are
found evaporating a water room will be ocean-enemied for 5 years and
fined 100,000 gold for each room in which saturation has been destroyed.
This law applies not only to those rooms found in the oceans and rivers,
but to any other rooms that the Council of Oceanstone decides it wants
to have control over.

3) It shall be illegal to harm the oceans in anyway, unless it is done
by members of the Council of Oceanstone and for the express purpose of
lining our pockets. Any found harming wetness in any form will be fined
250,000 gold and will be ocean-enemied for a period of 5 to 15 years,
depending on the severity the offense and the amount of pocket-lining of
which the Council is deprived.

Those who are found to repeatedly and deliberately bring harm to the
moisture, or do anything else the Council of Oceanstone doesn't
particularly like, may be ocean-enemied for life. This status may only
be reversed by payment of a large bribe...I mean fine, to the Council.
