Torment - 'Shallam does not force its citizens to fight, it is thier
choice. Where war would ultimatly force them all to fight. I respect the
leaders of Shallam in not declaring war and putting those unable and
unwilling to the battlefield.'

If they are unable and unwilling they should not be part of your
military should they? Those who CHOOSE to be soldiers should know what
that choice brings. If any of your arguement were true, Shallam would
display as having the least number of soldiers since you have no need
for them.
