The new Assasination Policy

Greetings, Citizens of Saipence,
This news post is regarding a major change of policy for the
Serpentlords in the form of an assassination policy. May I first make
absolutely clear that this policy only applies to the Serpentlords
guild, not to any other and has no connection with the United Serpent
Council, or other affiliated organization. To sum it up, the policy
basically means that if you commit a crime against the guild that falls
under PK rules, you will be killed for it, rather than just enemied. Now
this may seem like a very bloodthirsty policy at first look, but we're
introducing this so (we hope) we don't have to use it, though will not
hesitate if roused to. We're merely protecting our interests, not
looking for a fight. (This policy will only affect people commiting
offenses from this point, by the way.)
The finer details of the policy are outlined below:
1) If a member of the populace commits an offence which hurts the guild
as a whole though their actions, such as murder, stealing from a guild
member, entering our guildhall without permission etc. they shall be
enemied. The Guildmaster or Secretary has the right to decide at their
discretion what constitutes an enemiable offence, though those who feel
they have been enemied unfairly may take their case to the current
Guildmaster. All incidents should be checked before enemying takes
place.
2) If the offence committed falls under the PK rules of Saipence, the
Serpentlords will give the cost of an Ivory Mark (and preferably
Serpentlord) assassin to the victim. This assassin will be asked to
confirm that the taking out of a contract took place, and a
guilddisfavour will be issued if the Serpent hasn't within a realistic
amount of time. Serpents are not forced to take out a contract, although
it is advised. If a system of guild writs is introduced at any time,
this shall be used instead, and this policy will be re-written to
accommodate this.
3) When a Serpentlord requests to take out a contract, they make their
claim that the contract is altogether genuine, as if the person killed
by the contract decides to issue; the Serpentlords will not back you up.
4) EXCEPTION: If the Serpentlord the offence has been committed against
is perfectly capable of killing the perpetrator of the crime themselves,
they will be expected to do just that. If they are not, the above policy
will take effect for them.
5) This policy is not applicable for Serpentlord novices for taking out
contracts, or for use against Novices of other guild (Unless over 25
years old or have previously transferred from another guild)
6) If the person committing an offense in a member of the city of
Hashan, the cities legislative policy will be used, rather than the
above policy, though we shall make it as harsh as possible.
This policy is in effect and operation from this point. May I make it
clear that this policy is not intended to be "good" or "evil," merely to
protect our guild's interests. This policy has also been confirmed with
a Divinity to check it's legality. No-one has cause to worry about this,
if they have a clear conscience, though I will be happy to answer any
questions you may have, in message format.
