While your theory might have been sound at one point, it suffers from
one small detail, so tiny you may have missed it. Since the herb changes
that elimitated the differences between perennials and annuals, the
blueberries, which were harvested down to 0 before then as per your
example, have not grown.

Now, it seems to me there are 2 reasons for this. One being that they do
indeed wake up, and make a large crop of blueberries. Then perhaps a
faery comes and harvests these blueberries, and takes them to her
magical kingdom far away where everyone is stained blue by the blueberry
juices and dance and dance and dance all night long.

Or the second, which seems more plausible to me, is that, like the rest
of Oakstone, you are far behind the times.
