Protecting the Forest

Rhakshai,
You seem a man of reasonable intelligence, so I put these questions to
you.
1) Why would Covenant procure a large amount of Vardrax, then give
orders to Sentinels to place them along the lands highways, so as to
harm necromancers, knowing full well that when this turns into a full
blown conflict, it is the forest that will suffer.
2) What is it about Oakstone that makes them think they have any sort of
input on how Mhaldor is run, and whether or not plantlife within its
walls are harmed (or any other city for that matter)?
3) The Sentinels and Sylvans currently have 'herb bans' currently in
place on Mhaldor. I fully understand and rather enjoy Covenant's
irrational hatred of us, but given that the Sylvans are a new guild
which has never actually had any reason for conflict with Mhaldor, I
fail to see the logic behind this decision - the word 'sheep' comes to
mind.
