Just to make sure you all have this straight - if someone
is open pk, say Khalid, what does that mean?

It means if you attack Khalid, he can't issue you.
That's _all_ it means.

It does not give you cause to attack Khalid.
If you do attack Khalid, he gets cause against you, 1 kill.
If you attack and kill Khalid, he gets cause against you, 2 kills.
