From this time on, no citizen of Mhaldor will be allowed to shop in
Shallam, with one exception. Citizens of Mhaldor may purchase food if
they are in need of it.

I believe this policy is clear - there will be no more Mhaldorite
shopping in Shallam. We have no wish to support the followers of Evil,
and we are making a statement that the gold they earn, often from
exploiting Mhun slaves or robbing innocent travellers, is not welcome in
our city. At the same time we are not looking for excuses to kill
eighteen-year olds, we will be giving warnings and making sure people
understand the policy. However, anyone who refuses to adhere to it will
be enemied to Shallam. If you have questions about this policy, please
