Facts of the Situation

Oakstone required that exterminators be cast out of Mhaldor and enemied
until they had rectified their enemy status with the Forests.

Oakstone was willing to give Your city leeway in regards to Detritus,
and require that he simply have his abilities and positions in the City
withdrawn until he resolved his forest enemy status - should Mhaldor not
wish to throw him out.

Oakstone was then informed that the currently enemied exterminator,
Detritus, would be taking a seat on Mhaldor's Council.

Oakstone has been more than generous and willing to reach an agreement
of sorts with Your city, but the herb ban was not about to be lifted
when an exterminator had been announced for Viceroy, particularly one as
irresponsible and unwilling to accept the consequences of his actions as
Detritus.

The removal of Mhaldor's extermination laws is of little consequence, as
they were never consistently enforced.

Mhaldor did not meet Oakstone's requirements. The herb ban remains in
place.
