I might also add that currently, the law in Mhaldor is that
exterminators are cast from the city and enemied until their forest
enemy status is lifted. This is a time honored law and has been the case
since before I came to Mhaldor.

If we are herb banned anyway, that law may as well be repealed. I put it
to Oakstone to let this incident pass. An exterminator now is punished.
Lift the herb ban on my people by Lupar, or the exterminator will be
rewarded.
