I believe that the moral of Dali's post was simply the age old addage
of,
The only thing needed for Evil to thrive, is for Good men to do
'nothing'.
I also believe that few can argue that Shallam through Pentharian's
decree to do nothing proved this point quite clearly, as Evil most
certaintly thrived on the day in which Dali speaks.
