Sure if a higher player could do just that but it would be bad taste if they didn't notify all players beforehand and give them a warning or two to players entering the level. There are plenty of other npc's to kill. Look at the church they (or at least they didn't when I was a priest) believe in killing humanoid beings (mhun, human, and I believe tsoll'aa) I'm not sure of their status on goblins but I have seen them slaying them.
