Kaelin appears upset that there was a change in the rules about
exterminations. Technically there has been no change in the rules.
Exterminaion has ever been banned from the forest and has always
resulted in a fine and enemying. There has been no change in this. What
has changed is the amount of the fine and the time for being enemied.
But the rule itself is exactly as it was.
