Greetings Sapience,

Recently each Novicehead received a letter from Hashan's Minister of
Security that listed the laws of Hashan, as they can be found in our
library. Included is the fine and sentence established for each crime.
This same information can be found just north of Hashan's north gate, on
plaques, sans the fines and sentences.

The purpose of these letters being sent to the Noviceheads is to make
certain that the information is readily available to the younger members
of each guild, so that they have the opportunity to avoid breaking these
laws, and subsequently being branded an enemy of Hashan. Ignorance of
the law has never been an accepted defense in Hashan, and that's not
likely to change at any point in the near future.

It should also be noted that, while not mentioned in the letter, there
is a certain loyal citizen of Hashan who will attack any woman who
greets her. Regardless of this fact, it is still illegal to kill her.
The best course of action is to leave her immediate vicinity, as she
will not follow you.

Please keep in mind that it is not Hashan's intent to increase the size
of our enemy list, nor is it our intent to milk the young for their hard
earned coin. It is my sincere wish that this correspondence will assist
in stopping some of crimes committed due to ignorance of the law and
lack of information.

Any questions or concerns should be brought to the attention of one of
Hashan's Ruling Council, or the Minister of Security.
